The function of CETV - Channel 21, as given to us by the Board of Education of Carroll County, is to produce broadcast programming to support and promote the Carroll County Public School System. All our policies serve to keep us within the boundaries set by the Board Members.
ADVISORY BOARD
Before CETV - Channel 21 accepts any projects or programs, beyond our regular broadcast schedule, there must be approval from the Advisory Board. All requests must first be submitted to Channel 21, who will then bring the request to the Advisory Board.
The Advisory Board is made up of representatives reflecting a range of different administrative and curriculum areas of the public school system, as well as the schools and community. The board is comprised of 6 members, with any deciding voting rights belonging to Channel 21.
The Advisory Board will meet once a year and most correspondence will be conducted by email. We expect that Board Members will make their judgements without bias, keeping in mind that they were chosen because they are considered experts in their content areas and have the school systems best interests in mind.
The members of the Advisory Board will not be disclosed to the public or anyone wishing to submit a request.
SUPERINTENDENT'S OFFICE
The Superintendent's Office take priority over all other projects Channel 21 is working on. It is possible that your project may have to be pushed back due to a request by the Superintendent that must be taken care of immediately.
SUBMITTING PROJECTS
All projects submitted to Channel 21 must be done through our Video Production Request Form. Once you have filled out this form, you can either submit it by email, or send us a hard copy in the mail.
DUPLICATION REQUESTS
We do not immediately offer copies of programs for people/groups. If a request is made, we will send one complimentary copy to the school/group involved, unless the story is about one specific student.teacher.person, in which case we will send the one complimentary copy to that person. Any additional copies will be made at the cost of $5 per copy. The charge of $5 is based solely on our cost of materials, printing and postage. No profit is made off of this charge.
Requests made by administrative leadership and Board of Education members are not restricted by policy guidelines.
TRANSFER OF MEDIA
Two week notice is required for all transfers of media. If a request comes in under that time period, we will try to accommodate the request, but can not make a guarantee. Transfers often involve many pieces of equipment and staff time to complete, which takes away from our regular operating tasks.
BROADCAST PROGRAMS
You must have a representative from Carroll County Public Schools who has seen, approved, and signed off on the program. We will then consider whether the program will fit in our broadcast schedule.
BULLETIN BOARD
All bulletins must be accepted and approved by the Department of Community and Media Relations. No bulletin will be accepted by Channel 21 without their approval.
ELECTION YEARS FOR BOARD OF EDUCATION MEMBERS
We will not air any program featuring Board of Education members, other then the regularly scheduled meetings, during election years.
