Mission
The Department of Minority Achievement and Intervention Programs advocates for equity in learning opportunities and provides services that empower learners in our schools and communities to reach their full academic and personal potential.
The Department of Minority Achievement and Intervention Programs:
- Addresses issues of equity and diversity through instruction, professional development and Education That is Multicultural (ETM) initiatives
- Develops and/or supports intervention programs that are designed to meet the academic needs of the targeted populations within the following groups:
- CCPS students in grades PreK-12
- Families
- Adults
- Provides professional development opportunities that help staff meet the needs of all learners
- Encourages parent/family/community involvement
- Provides support and assistance to school communities

- Community Learning Center (CLC) – The Community Learning Centers are after school academic and enrichment programs. Sites include: Elmer Wolfe ES, Robert Moton ES, Runnymede ES, Taneytown ES, William Winchester ES, West MS, East MS, New Windsor MS, Northwest MS, Sykesville MS, Francis Scott Key HS, Westminster HS and Winters Mill HS. - Drop In Study Center (DISC) – The Drop In Study Center is a community education program that provides services in career planning and job search, as well as a technology and resource center open to all community members. The center is located at 224 North Center Street, Westminster, MD 21157. - Education That is Multicultural (ETM) – Schools in Carroll County are implementing the state’s “Education That Is Multicultural” bylaw. This mandate, passed in 1994, has involved a county-wide ETM Council comprised of teachers, administrators, students, supervisors and community members who have developed an action plan to address six major areas: curriculum, climate, instruction/student achievement, staff development, instructional resources and the maintaining of both school and county level leadership committees. - English for Speakers of Other Languages (ESOL) – Carroll County Public Schools offers specialized instructional services to students in grades PreK-12 whose native language is not English and/or meet program requirements. - Families Learning Together (FLT) – Families Learning Together is a family-centered learning program that helps parents and children learn and grow together. The purpose is to improve educational opportunities for children and adults by offering programs where the focus is on children and parents learning together. - Gifted and Talented (GTEP) As all of Carroll County's public schools strive to meet the individual needs of its students, so does the Gifted and Talented Education Program (GTEP). Differentiation within the regular classroom, in special and fine arts areas, and in the GT Education Program itself, is crucial to improved teaching, student learning, and school performance. This is a cornerstone of the program, where the education of gifted and talented students must be flexible and responsive to their unique needs. The curriculum for highly able students, both in and out of the classroom, should be purposeful and rigorous, motivating and meaningful. Through a balance of acceleration and enrichment, the cognitive and affective abilities of gifted learners can be recognized, developed, and challenged. - Judith P. Hoyer Early Child Care and Education Center (Judy Center) – The Judy Center at Robert Moton ES promotes school readiness for children, birth through age 5 by fostering skills that help them to become successful learners. Families have access to a wide variety of programs through collaboration and coordination among community-based agencies and organizations. - High School Drop Out Prevention – High School Drop Out Prevention provides programs and services for students in Carroll County who are struggling with the coursework/expectations of high school. Services may include: individual/small group tutorial, credit recovery, consultation, parent conferences, monitoring student progress and referral to other services. - Minority Achievement Liaison – The Minority Achievement Liaison serves as a resource and coach to teachers and administrators for infusing ETM in existing curriculum and instruction. Additional responsibilities include serving as a resource to parents and community leaders for developing awareness of ETM, and also assisting teachers, administrators, parents, and community members in identifying best practices and strategies to promote ETM. - Prekindergarten – The CCPS Prekindergarten Program is designed to help prepare income eligible children for kindergarten. Children must be 4 years old by September 1, 2006 in order to qualify. Children gain developmentally appropriate skills in language and literacy, mathematical/scientific thinking, social studies, the arts, physical development/health and personal/social development. Students attend class 5 days/week for 2½ hours per day. Sites include: Charles Carroll ES, Eldersburg ES, Elmer Wolfe ES, Manchester ES, Robert Moton ES, Spring Garden ES, William Winchester ES and Taneytown ES. - Title I – Title I is a federally funded program designed to help children succeed in the regular education program, attain and maintain grade level proficiency and improve achievement in basic and advanced skills. Title I funds are used to provide supplemental educational services to students, professional development and opportunities that foster parent involvement. Carroll County Public Schools has Targeted Assistance Title I Programs at the following locations: Cranberry Station ES, Elmer Wolfe ES, Robert Moton ES, Runnymede ES, Taneytown ES and William Winchester ES. - Volunteer Program – The Volunteer Program in Carroll County Public Schools utilizes the talents of all interested citizens. Level I volunteers must register at a school site before volunteering. Level II volunteers are required to attend an annual training session at least 7 school days prior to volunteering. No Child Left Behind Update for Parents/Guardians
Sweeping federal legislation for education entitled "No Child Left Behind" is now in effect across the country. Part of this new legislation requires that all school systems increase the number of highly qualified teachers employed by each school district. This new legislation also increases a parent's right to know certification information about teachers. If you would like certification information regarding your child's teacher, please submit your request in writing to:
