What is Title I?

A girl working on a computer.Title I is part of the Elementary and Secondary Education Act authorized under No Child Left Behind. It provides federal funds to school districts, including Carroll County, to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach proficiency on academic achievement standards and academic assessments. 

Schools are ranked annually based on the proportion of children, Prekindergarten to Grade 5, who qualify for the Free and Reduced Meal Program. In Carroll County, elementary schools with the highest poverty percentages are identified to receive Title I funds.

Schools with less than 40% poverty must use the Title I Targeted Assistance program model which is designed to provide supplemental services to targeted students only. Currently, all schools in Carroll County have a poverty rate of less than 40%.

Carroll County elementary schools receiving Title I funds review multiple achievement data to determine which students will be identified for supplemental instructional services.

 

Who is eligible for Title I services?

To be eligible to receive Title I services, a student must:A girl writing on a chalkboard

  • live in a Carroll County Title I Public School attendance area and,
  • be in grades Prekindergarten through Grade 5 and,
  • be identified through multiple assessments to be at risk of failing to meet academic achievement standards.

Poverty is not a criterion for receiving services.
