Response to Intervention/Instruction

What is Response to Intervention?

Response to Intervention (RTI) is a framework being used in some states to determine whether or not a struggling student needs the support of special education services.

Is Carroll County Using the RTI Framework to Determine Eligibility for Special Education Services?

No.

Why Have I Heard Teachers in Carroll County Talking About Response to Intervention?

Even though the framework is not currently being used for special education idenfication, many of the principles and practices related to RTI simply make sense for students. Specifically, many collaborative problem solving teams are using the tiered-approach to determine the intensity of reading instruction needed by students. In tier one, all students receive core curriculum (voluntary state curriculum) instruction, and individual student progress is monitored.  If a student does not make acceptable progress with tier one instruction, then the student receives additional instructional support in a small group setting (tier two instruction).
