Administrator Duties


Principal,
Mr. Jeff Hopkins

Mr. Hopkins graduated from Bowling Green State University with a Bachelor's degree in Social Studies Education.  He graduated from Loyola College of Maryland with a Master's degree in Administration and Supervision.  Prior to coming to South Carroll High School, Mr. Hopkins taught Social Studies in Anne Arundel County.  He served as an Assistant Principal at Meade High School in Anne Arundel County as well as Westminster High School, North Carroll High School and Manchester Valley High School.

Administrative Principal,
Ms. Meghan Humbert

Miss Humbert graduated from Western Maryland College with a Bachelor of Arts degree in English and double minors in Music and Secondary Education.  She is a Phi Beta Kappa member.  She graduated from Goucher College with a Master’s degree in Administration with a concentration in School Improvement Leadership. Prior to coming to South Carroll, Miss Humbert taught 11th and 10th grade English for 11 years in Anne Arundel County at Old Mill High School.

Administrative Principal,
Ms. Jocelyn Quinn-York

Mrs. Quinn-York earned a Bachelor of Arts Degree from Central State University, a Master of Arts Degree from Baldwin-Wallace College, and an Administrative certificate from Bowling Green State University.  She is from the great state of Ohio.  There she taught students with special needs for 14 years and served as an Assistant Principal at a middle school for 4 years.  Prior to coming to South Carroll High School, Mrs. Quinn-York  spent a year at North Carroll High School as an Assistant Principal.

Academic Facilitator,
Mr. Jason Arnold

Mr. Arnold graduated from Muskingum College with a Bachelor’s degree in Mathematics, Spanish, and an Adolescence and Young Adult Teaching Certificate.  He earned National Board Certification in Secondary Mathematics and will graduate from McDaniel College in May with a Master’s degree in Administration and Supervision.  Prior to coming to South Carroll High School, Mr. Arnold taught Mathematics at Thomas Stone High School in Charles County, Maryland, Paul Laurence Dunbar High School in Lexington, Kentucky, and at Century High School in Carroll County.

Athletic Director,
Mr. James Horn

Mr. Horn graduated from Mt. St. Mary's College with a bachelor of science degree in Social Studies Education.  He has taught United States and European History at South Carroll from 1982 through 2004.  Mr. Horn coached soccer, basketball and track at South Carroll before becoming an Athletic Director in 2000.  He has earned a Certified Masters Athletic Administrator from the National Interscholastic Athletic Administrators Association.  He has been recognized as the Maryland Soccer Coach of the Year in 1993 and the Maryland Athletic Director of the Year in 2007.
